An American Eugenics program? I like this one for it's naturalism. I mean, there should be nothing wrong with just about anyone's children.

 I mean, yeah, we take elements from nature & mold with them. Because they are doing it. The women all get paid for having babies. The Baby-Boomers & Greatest Generation arranged it. Most of the nation is under 21. Because Generation Y, X, & Z are all having kids, right now, & they have been for 20 years, approx. So, there's just 200 million Americans under 21. That's about half our population.
