You have to declare someone a ward of the state if nobody is around & to give them a chance. The state provides a chance.

In the U.S.A. we do expect it, but when a child is denied a deal has to be done for them. Otherwise, you need at least enough surplus to afford cigarettes, rent, & insurance. You compromise insurance, cigarettes, or rent. These Group-Homes should be included to Social Security. Human-standard. Disabled with a free place to live. Go live there & live with a retard for a year or longer.

Do we just give people this? Somebody has to care for them. That's the secret. Then there are compassion laws with mentors. The Probate, for example, fosters parents in the nation & community, & also fosters those who don't have parents. Because the parent is the standard. You're supposed to pay for your kids or something is supposed to be done for you. We all need a thorough education, exercise, & meditation to be citizens & subjects.
